My 78' has the original handlebars on it, including those rubber shock absorbers that came on these. I understand why they are there but the play in the bars drives me nuts. I was going to machine some aluminum pieces that would fit in there in place of the rubber bits to stiffen things up. Has anyone else tried this? And is there any reason I shouldn't proceed?

I have used the appropriate spacers to pack the rubber up a little tighter. Not difficult, but you have to look at it with a careful eye to be sure you are compressing rubber instead of just bottoming a bolt out.

weaselbeak do you use the extra washers on the outside or in between the rubbers?

I'll throw a 3/8" fender washer between the rubbers to take up the slop, that and get rid of the tiller bars, seems to work for quite awhile.
