I DO greatly appreciate everyones input, and I will take it into consideration, though I am pretty confident the wheel IS out of true. I can see the hoop of the WHEEL, not just the tire, waving back and fourth In relation to the forks/fender, as the hub stays still, as I roll down the road. I have tried shaking the wheel back and fourth in the forks, and I have not detected any noticable play, so I think the bearings are good. I initially tried adjusting just a few spokes myself, which I believe just made it worse. I will see if I can take a closeup pic of the tire this afternoon, but I will also try to make a short video of the front wheel while riding so you can see what I am seeing.Back in the '70s, the "interrupted rib" type front tires had the nasty tendency of developing "tire scalloping", inducing shimmy. Closeup pic of your front tire shows discolorations on the leading edge of the interrupted ribs, indicating possible scallops.

As gggGary mentioned, best solution is a new tire.
There IS a zero-cost trick around this...
