One of my 650s looked similar but was complete when it was removed from a neighbors yard years ago. I just did a little at a time and eventually it came back to life. I rode it for several years and it took me on some memorable rides. Gauges coming along nicely, unfortunately the centre fascia didn't go so well! It had a mottled matt appearance which I wrongly assumed was a protective layer, it peeled off very easily and looked much better underneath but when touched black ink came off on my fingers. That's now good for the bin so I'll go back to the drawing board on that bit.
