I'm glad to see you are getting the bike sorted out and usable for you.

On the RHS i opened up the cover and cleaned and oiled those little flyweights and springs that look like they act like an old fashioned governor of some sort.
Yes. It's a technology that's been around for hundreds of years.
There's a shaft that runs through the camshaft from the flyweights to the points cam on the left side. It runs inside bushings inside the camshaft that require cleaning and lubricating periodically. If it operates OK now you can run it as is, but odds are it's been a while since it's seen any grease... if ever. I'd suggest reading up on it and how to take it all apart and lube it.
Ride it and enjoy it... but add that to the list of stuff you'll need to do to properly care for your bike.
